contrib and misc

Hoi,

I'm preparing the 0.3.0 release, currently. :-)

I added two more scripts to the contrib directory: `guess-hostname'
and `config-transition'. Both help users to set up or upgrade
masqmail.

Then the question came up: What's the difference between contrib and
misc, and what should they contain?

Currently it's:
- contrib: stuff that users might want but not need
- misc: stuff for developers

`contrib' comes from `contributions', i.e. third-party stuff that we
distribute, too. The two new scripts do not match then.

There are two ways to go:
1) leave the names and make the people accustom themselfs.
2) rename the directories.

Of course, the second option is preferred. But we need better names
then. The best I came up with is:

- contrib: stuff from others that users might want to have (e.g.
           mailq.wmbiffrc and rmail)
- misc: scripts that people might want to run for setting up masqmail
        (e.g. config-transition and guess-hostname)
- devel: stuff for developers (e.g. are-options-documented, gen-dist,
         list-versions, and update-manpage-date)
