I'm not sure how this comment was meant. Perhaps ironic.
To explain: If you encrypt with an external program (openssl), then
masqmail won't see the 220 greeting. Instead of waiting for a
greeting, it needs to write something itself first. This, however,
depends on the kind of wrapper you use. Masqmail can't know on its own
how to behave.
The need for instant-helo is documented in examples/openssl.route,
docs/simple-relay-setup and the man page masqmail.route(5).
Invoking external wrappers rather than building TLS support in is
mostly a philosophical decision.
